was of course only one item of the agenda. The papers contributed by the Siamese, Dutch and Japanese delegations and by myself of which copies are attached were distributed to members and taken as read; and the actual discussion regarding opium, of which I enclose newspaper accounts, was confined to the question in its relation to Public Health Instruction.

It will be seen that I laid stress on the dangere of the substitution of alcohol for opium in Chinese communities in contact with Westem influences, and while the Conference appeared to accept this view it was decided after considerable discussion to limit the resolution to the subject of opium alene fer reasons of expediency. ▲ copy of the resolution se finally adopted will be found in

the newspaper extracts attached.

From the attitude of Sir Cende Hill who presided

at the Conference, I gained the impression that his chief

object was to magnify the League of Red Cross Bocieties of

which he is Director-General and that this question of opium

was a mere pawn in the game, of value because it had been

the subject of a direct reference from the League of Nations

to the League of Red Cross Societies, and to be used to

exalt the importance of the latter.

10. Before dosing this report I should like to record

my appreciation of the attention and hospitality which I received from the officers of the Straits Settlements and

Jederated lialay States with whom I came in contact, and of the excellent arrangements made by the Siamese authorities

for the confort and entertainment of the delegates to the

Conference.
